According to a zoning application, Ling Zhang hopes to construct a new building at 528 S. 13th St., on a currently vacant lot. Mr. Zhang has proposed a four story duplex for this site. The future duplex sits around the corner from the 1300 block of South St., which we’ve mentioned repeatedly on this site in the past several months. Between Casa Verde and the mixed-use building in the middle of the block with unusual bay windows, the immediate area is red hot.
Mr. Zhang purchased the lot about a year ago for $130K. The previous owner is an individual we’ve mentioned before: Donald Turner. In case you don’t remember, Dr. Turner owns 1323-25 South St., once featured here as a Blighted Building of the Week. He also owns a couple of other parcels on the block, including a medical office that we believe he practices out of.
Here’s our takeaway from the news about the planned new construction on this parcel: Dr. Turner is in the area and is willing to sell his underutilized properties.
